CHAIR of the Global Alliance of the National Rights Institutions (GANHRI) Dr Carlos Negret Mosquera said that lack of justice and difficulties in its administration lead to violence, fragile societies, lack of trust in institutions, human rights violations, resentment that disturbs the social order.
He said that the protection of human rights is an obligation that requires efforts by different social stakeholders and institutions, adding that this implies ensuring adequate access to justice, fighting corruption and fully guaranteeing a welfare state.
This came in his speech at the two-day ‘International Conference on National, Regional and International Mechanisms to Combat Impunity and Ensure Accountability under the Law’, which opened in Doha on Sunday.
He noted that the commitment to fight impunity is an underlying obligation of national human rights institutions to guarantee access to justice and due process and ensure proper investigation and the participation of victims in the process, to implement their right to the truth and ensure non-repetition guarantees.
He highlighted that the Global Alliance of National Human Rights Institutions, and the Vienna Declaration and Program of Action were not only a milestone in the fight against impunity, but also guided us and recognised national human rights institutions, urging their creation in accordance with each States specific needs.
Mosquera stressed that national human rights institutions must act as a communication platform between society and institutions and promote differential and inter-sectional approaches to access justice while taking into account that there are groups of the population that fall victim to different forms of exclusion and violation simultaneously.
