Chief Commissioner of Northern Ireland Human Rights Committee Les Allamby has said that the International Conference on National, Regional and International Mechanisms to Combat Impunity and Ensure Accountability under International Law’ is very timely and important.
Talking to Qatar Tribune on the sidelines of the conference, he said one could sense the frustration of the delegates with the United Nations during the proceedings.
He said the UN has failed in delivering according to its mandate and the funds given to it by the member states.
Allamby said there are issues like Palestine, Yemen and Syria where the UN is struggling to play its role. Now, Sudan also is in focus, he pointed out.
He said that human rights violations are happening in many other areas as well and the issue of impunity is not limited to any specific region.
He stressed the importance of ending impunity and holding perpetrators of crimes accountable to allow justice to prevail.
He said that in Northern Ireland, people are still dealing with its past. “Even more than 20 years after the peace accord, we are successful in certain areas. However, we hope to solve and achieve what is expected. That’s why we have particular interest in accountability as well as issues of right to truth and justice.
Talking on the topic of the conference, he said that it is the responsibility of all stakeholders including human rights institutions, civil societies, NGOs, governments, international politics to play their roles to end impunity and bring perpetrators of crimes to justice.
He stressed on the need for national human rights institutions to be an independententity broadly represented by the society.
He said that fixing accountability on those who violate human rights is a must to ensure rule of law.
He said that post-conflict situation is very complex since peace process is very long and slow.
Chief Commissioner, Human Rights Committee. Northern Island hoped for positive outcomes of the conference with the presence of top international organisations like the United Nations, European Union Committee on Human Rights, government and non-governmental organisations. He said that it was his first visit to Qatar and he was impressed by the amazing architecture of the country.
